Information of Jiangsu Wuzhong Export Processing Zone (WZEPZ)
To promote the development and to adjust the administration of processing trade, efforts are made
to change the pattern of administration from being dispersive to being relatively centralized so as
to provide the companies with more comfortable environment for larger export volume. On April
27th, 2000, under the supervision of the Customs, the export processing zones (EPZs) were
established with the approval of State Council. In order to conveniently operate (the EPZs), the
export processing zones should be established in the Economic Development Zones. Several areas
are chosen as for trial.
The export processing zone in China adopts the way of totally enclosed and tollgate checking
management. It is a special zone under the supervision of the Customs with the most preferential
policies, the quickest clearance speed, the most convenient management and the most
comprehensive facilities. Companies enjoy tax exemption when importing and exporting. Products
entering into export processing zone from outside of the zone can get tax refund. Besides, all the
companies in the zone enjoy one-off Customs appliance, one-off supervision and one-off check.
The manufacturing companies (or companies which provide transportation and storage service for
them) and export-oriented companies in the processing zone are destined for glorious future. The
processing zone is suitable for the following companies: firstly, companies with competitive
products in the international market demand tight delivery time after the reception the orders.
Secondly, companies demand complex consumption checking process, too much raw material and
components and have to keep extremely complex registered logbook outside the export processing
zone. Thirdly, the export leading companies have their products assembly in the zone and
supporting facilities outside the zone.
There are 57 export processing zones all over China, among them 13 are located in Jiangsu
province. By the end of year 2007, the import and export volume of the 13 export processing zone
in Jiangsu province reaches as much as 51 billion, accounting for 14% of the whole province,
including the export volume of $20.2 billion. The statistics shows that accumulative total of
foreign capital reaches as much as 5 billion US dollars.
Up to now, there are 6 export processing zones in Suzhou. By the end of the year 2007, the import
and export volume reaches $38 billion, accounting for 18% of that of the whole city, and the
export volume is $24.7 billion and the import volume is $13.3billion separately.

Briefing
Established in June 2005 with the official approval of the State Council, it is sited in the Wuzhong
Economic Development Zone with a planned area of 3 km2, and its first stage start-up zone with
an area of 1.38 km2 was closed and put into operation in August 2007; its industrial layout takes
bio-technologies and fine chemistry, electronics and consultation, photo-electro-mechanical
integration, precision machinery, new material and other hi-tech industries as key factors. The
enterprises inside the zone may enjoy serious of “within the territory yet beyond the Customs toll
gate” preferential policies.

Geological conditions:
Suzhou City is located in the lower reaches of the
Yangtze River, which is near the Yellow Ocean and is
a part of the alluvion. For topography, the western part
is higher and the eastern lower. Geological analysis
has it that it can be divided into four engineering
geological sub-areas: (1) massif with rocks (2)
alluvium plain (3) man-made aheap (4) wetland.
WZEPZ is located in the southeastern part of Suzhou
City with a level topography and an average loading
capacity of 13t/m2.

Flood Prevention and drainage Measures
A high level flood prevention mechanism is set up to stop a severest flood in 100 years. The drainage level is to drain the flooded fields in 1 day when encountering a largest precipitation in
50 years. Pumps are installed at the entrances of the inner rivers. The surface level of the streets in WZEPZ is over 4.684 m (Wusong level). The water level of the inner rivers will be controlled below 4.14 m (Wusong level).

Power supply
In WZEPZ there planned high-quality electricity supply net. Currently the power capacity is 10
thousand voltages, a 110 thousand voltage “Wu Pu” transform station is in construction and is expected to put into use in June this year.
